European Short Film Competition Regulations

CONDITIONS

The festival is open to all short-length films, provided that the entry is an European production, i.e. produced or co-produced by the following countries: members of the European Union, Iceland, Norway or Switzerland. Spanish short films must be submitted to the National Short Film Competition. The selection committee will select some of the submitted films to participate also in the European Competition.

The exhibition format of the submitted films must be in one of the following formats: 16 mm or 35 mm (silent or with incorporated optic sound), Video Digital Beta PAL or Blue-ray; completed after January 1, 2009.

Maximum running time of the films is 30 minutes.

The screening copy of films that are not Spanish or English spoken, have to be subtitled in English and/or Spanish.


GENERAL RULES

Each author may submit as many films as he or she wishes.

A selection committee will select among the received films those that will participate in the European Competition. The primary contact indicated on the entry form will be informed of the result of the selection.

The selected films will be presented in the festival catalogue and will be shown in public screenings during the festival. Screening venues and dates will be announced in the official festival programme.

The decisions of the selection committee and the jury will be unappealable and final.

The shipping costs of the film print to the festival have to be covered by the sender. The charges for returning the film will be covered by the festival.

10º The festival will cover hotel costs and meals for filmmakers whose films are selected for the European Competition for two nights, coinciding with the screening of their film.

11º The organization will not assume the responsibility for unexpected accidents. Film copies will however be insured for their print value and all necessary precautions will be undertaken in the films' handling and return.

12º The holders of the rights of the films selected authorise free reproduction of stills and clips [under three minutes of length] for all festival publications, press, TV, and Internet coverage.

13º An incorporation of new awards that are not part of the present regulations will be appropriately announced via festival communication channels (Web site, press releases etc.)

14º The submission of a film to the festival implies the acceptance of the festival's regulations and the resolution of any possible problems by the festival.

15º In the event of legal problems only the Spanish version of the presented regulations will be decisive.


REGISTRATION

16º It is necessary:

· To fill out the electronic entry form on www.alcine.org
· Dispatch of the short film online for free (see instructions at the end of the inscription) or dispatch of the DVD with subtitles in English or Spanish along with the dialogue list (in Spanish and/or English).
· Three high-resolution photos of the film and one of the director (online or by post).
· A photocopy of the passports of the Director and Producer (online or by post).
· Informative material describing the film (online or by post).

Please send all mentioned material to the festival head office. The address can be found at the end of this form. Please mark the envelope as "non commercial value - for cultural purposes only". All entries sent postage due will be refused. A letter acknowledging the reception of the material will be sent via e-mail.

17º Deadline for entries and shipment of material is July 16th, 2010 (Material sent in with postmark July 16th, 2010 will be accepted).

18º The films selected must be sent in exhibition format by the date indicated when they are selected. The exterior of the tin or box/ box must contain the following information: film title, director, running time, screen format, aspect ratio, type of sound as well as the address to which the print will be returned.

19º All films will be entered for participation in the short film market, unless contrary instructions are given.

20º Films presented in DVD will not be returned and will be kept in the festival archive. A copy of each film presented using Movibeta will be stored in the festival archive.


JURY

21º The jury responsible for the awards and trophies of the European competition will be composed of professionals from the cinematographic, artistic and cultural sector as well as of members of the organization committee with voice but without vote.

22º In the event the jury considers a joint award unavoidable, the sum of the same will be divided between the works in question.


AWARDS

'ALCINE' Awards
First Prize: 6.000 Euros.
Second Prize: 4.000 Euros.
Third Prize: 2.000 Euros.

'ALCINE' Public Award Trophy

The sum of the 'ALCINE' awards will be divided in equal parts between producer and director of the prize-winning film. The sum is subject to the tax deductions determined by the appropriate law.
