1º The festival is open to short films that are majority European productions from the continent of Europe. Majority Spanish produced and/or Spanish directed short films must be presented in the National Short Film Competition. The selection committee will select some of these films for joint participation in the European Competition.
2º The screening copy of the films can be presented in one of the following formats: Blu-ray or HD file (video screening support media include: File containers: .mov or .mkv. File coding: ProRes 422 and 422 HQ, H264 or AVI/NDXHD), made after the 1st of January 2012 and not registered in previous editions of ALCINE.
3º The maximum running time of films is 30 minutes.
4º The screening copy of films in languages other than Spanish or English must be subtitled in English or Spanish.
5º Each filmmaker may submit as many short films as he or she wants.
6º A selection committee is responsible for selecting films for participation in the European Competition from all the short films received.
The first contact person indicated on the entry form will be informed of the result of the selection.
7º The selected films will be presented in the Film Festival catalogue and will be shown in public screenings during the festival. Screening venues and dates will be announced in the official programme of the Festival.
8º Appeals cannot be made against decisions taken by the Selection Committee and Jury.
9º The shipping costs of the selected films to the festival are covered by the senders and the return is paid by the festival.
10º The makers of the films selected for competition will be notified of an invitation to the Festival for two nights when their film is screened. Accommodation will be paid by the festival.
11º The festival will not assume responsibility for unexpected accidents that could occur to films. Insurance will however be taken out and the necessary precautions taken in handling and returning the films.
12ºThe producers of the selected short films authorize the use of a fragment of the work (a maximum of three minutes) for inclusion in informative materials for the news media, including Internet.
13º The addition of any new awards not currently included in these conditions will be appropriately announced through festival communication channels (Web, press releases etc.).
14º The participation of everyone involved necessarily requires complete acceptance of these conditions, and the resolution of any problem not included therein by the festival. On-line registration therefore involves the acceptance of the conditions.
15º In the event of legal problems, the Spanish version of these conditions will take precedence.
16º The following is required:
· Completion of the 'on-line' form at www.alcine.org
· Dispatch of the film on-line (for free). In the interests of the quality of your preview and suitable upload times, we recommend the following coding and screen size for your file: :
- File size: always less than one gigabyte.
- Coding h264
- Size for 16/9: 720x 405 (better)
- Size for 4/3 (720x576)
- Bit rate in excess of 3000
- Video in format: .mov .mpg . mp4 or mkv
Three high-resolution digitalized photos of the film and one of the director: a photocopy of the ID of the director and producer and informative materials describing the short film. The photos and documentation must be sent in the on-line registration or by email to the following address: inscripcion@alcine.org.
17ºThe Deadline for entries and shipment of the compulsory material is July the 15th 2013 (material sent with the postmark of the deadline date will be accepted).
18ºThe films selected must be sent in exhibition format on a date indicated when they are selected. the dispatch method will be indicated after being selected.
19º All films will be entered for participation in the Shortlatino market, unless instructions are given to the contrary.
20º A copy of the films sent online will also be kept in the ALCINE archives.
JURIES
21º The jury responsible for the awards and trophies given to the films selected for the European Competition will be made up of professionals from the cinematographic, artistic and cultural sector, and members of the organization with a voice but no vote.
22º In the event that the Jury feels it is necessary to make a joint award, the sum of the award will be divided between the works in question.
'ALCINE' Audience Award
Trophy
The amount of the 'ALCINE' awards will be divided equally between the producer and the director of the award-winning film. This amount is subject to taxation determined by laws in force at the time.
